郵政公社になぜトヨタ式を取り入れたのか。その経緯は知らないが、「トヨタがすごい、だからトヨタの真似をしよう」なんて言った所でそれが全てのケースに適合するわけではない。
この記事で最初の評論家が言ってることがまさに全てをあらわしている。理念やバックグラウンドを知らずに方法だけ真似たってうまくいくはずがないのだ。

それは商売やサービスの世界ではもちろん重視されるべきものだし、
他の業界でも基本的には同じだと思うのだが、そうではない分野の業界もある。
そして、本当にいいものをきちんと評価していくことを忘れてはならない。
だめなものだけを叩いて騒いでも、負の連鎖が起きるだけだ。

また、江原啓之氏の言う「光と闇の法則」もある。良い面を知ることで
憧れを持って良くなろうと言う場合、悪い面を知ることであれはいけないと思って
良くなろうと言う場合、どちらも道は違えど同じ場所にたどり着くのだ。
悪を叩いて正義の味方になるのは気持ちがいいかもしれないが、いつもいつも
そればかりをやっていると、叩き癖がつく。叩き癖のついた人間は、

今回の朝日新聞の記事を読む限りでは、郵便局が「変わる」ことに対して、拒否反応を示しているというイメージを受けました。そして、現場での不平があまりにも低レベルなような気がします。立ち仕事が増えて膝を壊したであるとか、担当者の見回りのときだけ（ＪＰＳを）しているように見せかけているとか・・・　
少しでも変えてゆこうとする必要はあると思うのですが・・・。

トヨタ方式が郵便局に導入されたのは、小泉前首相の音頭とり(半ば独断)で決定された民営化にかかる委員会メンバーと、公社の経営陣にトヨタ出身者(高橋副総裁です)が入っていたことに起因しています。つまりは、郵便局の現場をまったく知らない、歴史も知らない方々が「トヨタのカイゼンはすごい」と言う思いだけから取り入れたものです。トヨタのカイゼンは確かにすごいですが、ラインのスピードを変えるだけで生産台数を簡単に調整できる工業製品とは異なり、日々変化する郵便物の量、ほとんどすべてが大きさの異なる郵便物には当てはまらないのが現実です。所詮、郵便局の仕事は「人海戦術」で成り立っているもので、人を多く配置すればそれだけ早く郵便を処理することが出来、結果的に遅配をなくすことが出来ます。それが無駄だと言われるのかも知れませんが、現場の人を減らして、結果的に個々人の負担が増えすぎ、十分な休養も取れてないのが現実だと言うことを忘れてはいけないと思います。

これは小生の通う東京都立大学の改革の問題にも通じるのですが、現場を見ずに理想論と持論だけでのトップダウン的な改革がいかに失敗するかということを如実に示しているように思います。数字には人の疲労は表れないし、現場の知恵も数値化できないわけで…やはり、どんな業界のどんな仕事であっても、機械の歯車のごとく働いていくのは人間にとって非常に良くない結果をもたらすように思います。一見ロボットのような仕事をしていても、そこには血の通った心のある人間がいるわけで、人間だからこそ疲れたり効率が落ちたり不平を言うかもしれないが、逆に言うと人間だからこそやる気を出したりアイディアを出したり現場を明るくしたりできるんですよね。トヨタはトヨタのやり方で成功したんでしょうしそれは見習うべき点は見習うにしても、模倣はうまくいかないように思います。

そうですよね。正しい評価というのは絶対に不可能であって、何らかのフィルターを通してみた、何らかの基準に沿った評価になるか、評価者の主観による評価になるか、このどちらかがほとんどでしょう。前者の場合、評価に適合する自己を演出し、評価のための行動になってしまい、後者の場合は馴れ合いとか情とかいったものが加味され…
結局のところ、評価されるからどうとかではなくて、それぞれ自分自身で自分を律して行動するしかないのですが、それはこういう現場だと難しいでしょうね…
